'..,~ <br />IOOr.....o:<', ...." <br /> <br />BEFORE THE WATER QUALITY CONTROL COMMISSION <br />DEPARTMENT OF HEALTH, STATE OF COLORADO <br /> <br />RE: COLORADO RIVER SALINITY STANDARDS, PROPOSED REGULATORY REVISIONS <br />TO SECTION 3.9.5, ARTICLE 3, WATER QUALITY STANDARDS OF THE <br />RULES, REGULATIONS, AND GUIDELINES OF THE WATER QUALITY CONTROL <br />COMMISSION <br /> <br />CITY OF COLORADO SPRINGS' APPLICATION FOR PARTY STATUS <br /> <br />COMES NOW the City of Colorado Springs, by and through its at tor- <br /> <br />neys, James G, Colvin II, City Attorney and Michael J. Heydt, Deputy <br /> <br />City Attorney, and for its Application for Party Status, would state as <br /> <br />follows: <br /> <br />1, General Nature of the Individual or Group Applying, The <br /> <br />Applicant is the City of Colorado Springs, which is a home rule city <br /> <br />located in the south central part of the State of Colorado. The City of <br /> <br />Colorado Springs has a general population of approximately 212,000, is <br /> <br />located at an elevation of approximately 6,000 feet and is set on an <br /> <br />escarpment between the front range and the high plains. The City has <br /> <br />its own Department of Utilities, and provides electrical, gas, water and <br /> <br />wastewater services not only to its citizens, but also to communities <br /> <br />and individuals in the Pikes Peak Region, In that regard, the City has <br /> <br />undertaken several transmountain water projects which it requires in <br /> <br />order to supply the community with an available water supply in the <br /> <br />years to come. <br /> <br />2, Reasons for Seeking Admittance as a Party. As stated above, <br /> <br />the City of Colorado Springs is involved in various transmountain water <br /> <br />-1- <br /> <br />1496 <br /> <br />4/23/82h <br />
