La",",,! ,fJL!r-o <br />DATE: September 6, 1983 <br />SUBJECT: Phonecall to Governor Matheson <br /> <br />r reached Governor Matheson over this weekend and had a long talk with <br />him on the Upper Colorado River power revenues issue. He then called <br />me back again on Sunday and we discussed it even further. <br /> <br />I gave him my sense of urgency that there was a window of opportunity <br />for the Upper Basin states with Arizona's position being in flux and <br />Governor Matheson agreed. He informe~ me that he would take the lead <br />in having Kent Briggs organize his Washington office and our people to <br />see whether or not politically there would be any chance that we could <br />attach ourselves to the bill that Arizona has going through the <br />Congress -- it's already been through the Senate -- and will be in <br />front of Udall's committee on the 12th of September. He promised to <br />get back in touch with me about the 13th of September, after he <br />returns from a trip to Germany, where we can combine strategies.
