In <br />that procedure, all authorized projects are included in the <br />rate base, but those Which are unlikely to be constructed in <br />the immediate future are projected so far into the future <br />that they do not affect the "pinch point" and do not, <br />therefore, affect the rate, Second, it was agreed that <br />power features 'NOuld no longer have to be repaid before <br />revenues could be used on particpating projects. <br /> <br />(2) The second document is a proposed delegation order from the <br />Secretary of Energy to WAPA. This delegation order will <br />apparently clarify that WAPA rather than FERC shall have <br />authority to make decisions about certain matters concerning <br />the data base Which goes into power repayment studies. This <br />delegation order will, therefore, make it clear that some <br />decisions which WAPA makes will not be subject to review by <br />FERC, I have been unable to obtain a copy of the proposed <br />delegation order, which has not yet been signed. <br /> <br />(3) In exchange for the above t'NO documents, CREDA is apparently <br />going to pass a resolution (a draft of Which is enclosed) <br />indicating that it will withdraw its oppositi~n to the <br />substitute rates now pending before FERC in the original FY <br />1977 power rate adjustment proceeding and not intervene in <br />the newly filed FY 1981 power rate adjustment. WAPA and the <br />Bureau will then implement the agreed-upon procedures in a <br />new FY 1983 power repayment study, which will commence in <br />November of this year.
