Basic-
ally, he said that he will be there when we need him, and to just give
him a roadmap of what we would like him to do. He said he already
spoke with Udall and Deconcini about Animas/La Plata and that the big
problem in Udall's office is his staff, not Udall. He believes that he
has a great influence on the Arizona congressional delegation and that
he can really help us. He recognizes that we spotted Senate Bill 268,
and that we could have held -it up or brought it to harm. He seems to
be very appreciative and says that he very much wants to help us.

I would very much like Bill McDonald to draft a letter that I can send to
Bruce Babbitt as a follow-up to the phoneca11 setting forth our requests.

I also spoke with Governor Scott Matheson, whose attention we have
fi nally' gotten. He is schedul ed to. return -.from German, lcnext Tuesday_ and
will call me immediately. He is going to ask his office for their
assessment of S.B. 268 and whether or not it merits an emergency meeting
on the Upper Basin to bring it to an agreement in time to all go through
the gate at the same time. I tol d him it was very 1 ate for that, but
there was no harm in exploring it.

- .-......_<.::!_~-

.
