The Utah DieiOn of Water Resources i.cated that <br />hydropower generation would be curtailed in drought years in <br />order to deliver water to the Moon Lake Power Plant. <br /> <br />Taylor Draw Reservoir <br />If an EIS could be completed for Taylor Draw Reservoir in the <br />spring of 1981, construction could be done by spring of 1983. The <br />reservoir will hold 13,800 acre-feet of water and will yield <br />41,4fi2 acre-feet. Based on Western Fuel' s assumptionf;.~{ ufficient <br />water could not be available from Taylor Draw Reservoir. These <br />assumptions included an anticipated development of upstream con- <br />ditional water rights and a downstream release of 200 c.f.s. or <br />the natural flow, whichever is less. The downstream release of <br />200 c.f.s. included water for 27 downstream Colorado adjudications <br />totaling 100c.f.s. and includes a stated need for 200 c.f.s. for <br />sport fishery. There would be a water shortage in one year in 50, <br />unless Deseret acquired a high priority right as a supplement to <br />the yield from Taylor Draw Reservoir. <br />Note: The statement that" -- sufficient water could not be <br />available from Taylor Draw Reservoir is contrary to conclusions <br />expressed at a meeting sponsored by BLM in Salt Lake City, utah <br />for the purpose of reviewing parts of the draft EIS on the Moon <br />Laj~.~ Power Plant. At that meeting a BLl/! spokesman car~fully <br />stated that the assumptions used by Western Engineers, Inc., in <br />its study of water availability from the Taylor Draw Reservoir <br />were "reasonable." Also, a spokesman for the Deseret G. & T. <br />stated that the availability of water and the priority of the <br />wateh right were no longer the issues, but that the timi~ of <br />the availability of the water was now the issue. He expressed <br />concern that water could not be available from Taylor Draw <br />Reservoir by the time the MoOn Lake Power Plant would need it. <br />Rangely has a 28 c.f.s. water right, a part of which could <br />possibly be acquired by Deseret. The Yellow Jacket Water Conser- <br />vancy District has indicated a wiilingness to sell Deseret some <br />of its early conditional water rights. <br />Even with firm water rights Taylor Draw Reservoir could only <br />function as a temporary water source for the Moon Lake Power Plant. <br /> <br />0313 <br /> <br />I) .) <br />"i.l5-c ' <br />
