I-i

~ The reservoir WOUl~ill with silt in less th~15 years. For

Taylor Draw Reservoir to remain viable, Wolf Creek Reservoir would

have to be operating upstream.

These conclusions are not compatible with those in the feasi-

bility study prepared by Western Engineers, Inc. wherein it is

stated:

"Assuming a sediment load of 4,000 tons/day when flows
were equal to or greater than 2,200 c.f.s.; 2,500 tons/
day when flows were between 750 c.f.s. and 2,200 c.f.s.;
and 1,000 tons/day when flows were equal to or less than
750 c.f.s., the total annual sediment load would be on
the order of 486,900 tons/year or 320 acre-feet/year.
At that rate the reservoir will accumulate 9,600 acre-
feet of sediment after 30 years. This figure is con-
servative considering that the minimum rate of sedi-
ment was assumed at 1,000 tons/day. This sediment accumu-
lation rate would also be reduced if other dams upstream
are built.
"Initially, this load will be deposited at the upper end
of the reservoir and will reduce the reservoir capacity by
an amount equal to the sediment volume. As a delta forma-
tion begins at the upper end of the reservoir, the stream
gradient approaching the reservoir will decrease causing
sediment deposition above the actual shore line. Over a
period of years a 'regime' channel slope will develop be-
tween the intersection of the delta and the dead storage
pool."

Wolf Creek Reservoir
No schedule has been developed Lor the necessary permitting,
financing, or construction of Wolf Creek Dam and Reservoir. Leaders
in Rio Blanco County want Taylor Draw Reservoir constructed first,
and have indicated a willingness to bond themselves in order to
finance it, and then build Wolf Creek Reservoir when additional
funds become available from other SOUJ'ces.
Due to lack of engineering data it would take one year longer
to construct Wolf Creek Reservoir than to build Taylor Draw Reser-
voir. Wolf Creek could not be completed before 1984 or 1985.
The reservoir would have a capacity of 60,000 acre-feet and
yield 63,638 acre-feet of water annually. In 1977 storage would
have produced 4,500 acre-feet monthly beyond anticipated demands,
which would have been three times Deseret's requirements on a
monthly basis.

0312

\
D ,'J
t-(V~
