<br />" .. <br /> <br />OJ~3!.7 <br /> <br />. <br />, <br /> <br />-13- <br /> <br />( <br /> <br />This element will analyze: <br />(a) the overall economic advantages and <br />disadvantages of the area; <br />(b) industries that might be attracted to <br /> <br />the area; <br /> <br />(c) policy incentives necessary to attract <br /> <br />industry to the area; <br />(d) the water requirements of industry that <br />might be attracted to the area; <br /> <br />(e) the possibility that rigidity in laws, <br /> <br />, <br />regulations, and allocation policies might <br />deter non-agricultural investment. <br /> <br />ADDITIONAL COMMENTS <br />, , ' <br /> <br />C. The General Contractor will make recommendations to the <br /> <br />Council on public and private institutions and organizations <br />to perform the regional studies. The General Contractor shall" <br /> <br />undertake an inventory of existing reports and ongoing studies <br />and research on the issues raised herein, and shall only <br />undertake original research when it is determined by the <br />Council that existing data is insufficient or inadequate <br /> <br />to meet the needs of this project. <br /> <br />D.
