Oil and Gas Conservation Commission (OGCC) <br /> <br />General Information <br />OGCC includes seven Commissioners appointed by the Governor to promulgate <br />rules, orders and regulations for oil and gas activity in Colorado. The <br />Commissioners hold monthly hearings to promulgate rules and consider issues such <br />as rule violations, well spacing and exception allowances. <br /> <br />. <br /> <br />In November 1994 the State Auditor's Office (SAO) issued the results of a <br />performance audit of the Oil and Gas Conservation Commission in which were <br />listed 13 specific recommendations designed to re-engineer the way business was <br />done. (See Appendix A for specific recommendations). Commission staff agreed <br />with the recommendations. Re-engineering efforts to date have accomplished the <br />following: <br />- implementation of recommendations one, two, three and nine; <br />- by June 30, 1996 staff will have completed the forms design portion of <br />recommendation six (automated implementation depends on new COGIMS <br />capabilities) as well as all of recommendations seven and eight; <br />- recommendation ten will be implemented by October 1, 1996; <br />- staff time freed up from implementing recommendation eight will be used to <br />provide appropriate customer service, as per recommendation eleven; <br />- a target implementation date of July 1, 1998 for recommendations four, five <br />and twelve, which are dependent on rewriting COGIMS entirely; and <br />- a target implementation date of July 1, 1997 for recommendation 13, which <br />addresses imaging. <br /> <br />Specific Work Units <br />OGCC division staff include 35 FTE, 30 in Denver and one each in Durango, Brush, <br />Lamar, Ft. Lupton and Loma. Fifteen division staff perform regulatory activities, <br />including well inspections, well-drilling permitting, review of compliance with <br />requirements, bonding, and well-activity reviews. Eight staff perform database <br />administration and public information activities, including maintaining and providing <br />to the public information about oil and gas well-drilling and production. Two staff <br />members are responsible for the conservation levy and the environmental response <br />fund levy activities, which include accounting and collection. Five OGCC staff <br />members work on environmental regulation and Commission hearing activities; five <br />others work on administrative activities, including management, budget and finance <br />and administrative support. <br /> <br />Document Access Requirements <br />The OGCC records room is available to the public only between 9:00 a.m. and <br />3:00 p.m. on normal workdays. It is closed two afternoons each month and all <br />weekends and holidays. Customers outside metro-Denver must hire a service <br />company to do their research and make copies of pertinent documents. <br /> <br />. <br /> <br />65 <br />
