<br />, ',\,' <br /> <br />Due to personnel shortages, Denver staff must refuse an average of ten to twelve <br />telephone queries each day, and the information is not available outside Denver. e <br /> <br />The OGCC plans to implement imaging on all the regulatory reports submitted, <br />excluding production and Conservation Levy/Environmental Response Fund (ERF), <br />that are received after the scanning equipment is in place. In addition to making <br />reports more easily available, the images will serve as reference for accuracy and <br />provide access to graphical representations that cannot be captured on a tabular <br />database. The quality assurance process will be automated and will allow archival <br />filing of the paper record. <br /> <br />Open public access to imaged records ensures security for single source records <br />currently accessed by the public which are stolen or wearing out. Originals would <br />be stored on-site because OGCC staff must file additional original papers. The <br />OGCC has over five thousand visitors per year who review these original source <br />documents. <br /> <br />OGCC field office staff, who have not had access to paper records, have relied on <br />telephone or fax to obtain necessary information; or have waited until work <br />brought them to Denver. Since these records are needed to insure that specific <br />conditions are carried out by the oil and gas operators in the field, the current <br />process slows down information transfer and significantly delays customer service. <br />Imaging would allow field staff full and immediate access to records, with <br />consequent improvements in timely customer service. <br /> <br />e <br /> <br />Imaging will greatly enhance the availability of and public access to data, especially <br />graphical representations. <br /> <br />Task steps will decrease in at least 67% of the division business which imaging <br />will impact. <br /> <br />Please see table, "Imaging Impact on Forms," on following page. <br /> <br />e <br /> <br />66 <br />
