<br />We also plan to develop an operations and maintenance budget, work plan and _ <br />staffing plan for the continuation of CRDSS support past FY 97-98. ... <br /> <br />Geographic Information Systems <br /> <br />The area of GIS promises to be highly productive, visible and essential to the <br />department during the plan years. There has been such a pent-up demand for GIS <br />services, not only in the department, but also externally, that requests for our GIS <br />Coordinator's time exceeds his availability. <br /> <br />The GIS Coordinator position will be funded 100% internally by the end of the <br />calendar year. <br /> <br />Early in 1996, we began drafting a policy concerning GIS data distribution. This <br />policy deals with cost recovery, liability, licensing and data access issues. Along <br />with assistance from the lAC, the GIS Coordinator formulated a departmental <br />disclaimer for all digital data that are distributed from DNR. Both the policy and <br />the disclaimer were reviewed by the Attorney General's Office before finalization. <br /> <br />Internal resources are being shared to leverage expertise in this area. We will be <br />reviewing the internal infrastructure related to GIS to optimize LAN segments for <br />efficient transmission of GIS data. <br /> <br />We also plan to provide support to the following efforts; NBS and CA TI grants; the <br />BLM and GOCO partnerships; Rails to Trails Legacy project; and the ongoing <br />collaboration with the Colorado Geographic Information Coordinating Committee <br />(GICC). - <br /> <br />e <br /> <br />Wang Migration <br /> <br />Phase I - STABILIZATION is complete. Additionally, we have identified the tasks <br />necessary to dispose of the Wang system. We have also drafted plans to redesign <br />the physical layout of our computer room. <br /> <br />Planning for Phase 11- ENHANCEMENT received a great deal of attention last year. <br />Two enhancement components, one for the State Board of Land Commissioners <br />(SBLC) and the other for the Colorado Oil and Gas Conservation Commission <br />(OGCCl, received approval by the IMC, however, each planning effort met with <br />difficulty. <br /> <br />First, during the legislative session, the Joint Budget Committee (JBCl, disagreed <br />with the SBLC in the way in which revenues were calculated for their operation. <br />Consequently, the SBLC was not granted the spending authority to complete <br />Phase II in FY 96-97.
