<br />0011~O <br /> <br />of alternative plans is accomplished by analysis and measurement of the <br /> <br />auvautages and disadvantages of each plan against a system of four <br /> <br />accounts. These accounts or general categories of effects are national <br /> <br />economic development, environmental quality, regional economic development, <br /> <br />and social well being. These accounts are then compared to each other to <br /> <br />see how the various plans can be improved for the purpose for which the <br /> <br />plan is intended. Another plan is then developed which is intended to <br /> <br />optimize all contributions to the four accounts in total and serve as the <br /> <br />basis for the proposal. <br /> <br />,Because of the multitude of variables which must be analyzed in order to <br /> <br />" <br />o <br />, <br />" <br /> <br />allow measurement of alternative plans against the four account system and <br /> <br />I, <br /> <br />because MOP data should be utilized in the preparation of the report and <br /> <br />environmental impact statement, consideration of MOP data needs and the <br /> <br />. generation of this data must begin with the inception of a study. <br /> <br />If done well the MOP procedure will then lead to a proposal which is <br /> <br />! <br /> <br />preferred because it offers significant economic contributions while <br /> <br />preserving the environmental qualities of a river area. <br />
