<br />001141 <br /> <br />Application <br /> <br />Application of this analytical procedure begi,ns with recognition that <br /> <br />planning for the use and development of the nation's resources is <br /> <br />undertaken to serve two major objectives. These are national economic <br /> <br />development (NED) and enhancement of environmental quality (EQ). In <br /> <br />many cases the objectives can be served by complementary actions but <br />CA5~S <br />in othertthere is conflict of varying degrees. Because of these <br /> <br />aspects, two alternatives must be developed if it is found that designation <br /> <br />would preclude water resource projects. Of these, one maximizes con~ <br /> <br />tributions to national economic development and one maximizes contri- <br /> <br />butions to environmental quality. Both objectives are equal in importance <br /> <br />and are treated with equal weight in the final analysis. Each alternative <br /> <br />is evaluated to determine how well it satisfies the objective for which <br /> <br />it was formulated. Additionally, the beneficial and adverse effects <br /> <br />of the alternatives are measured in a system of accounts which includes <br /> <br />national economic development, environmental quality, regional development, <br /> <br />and social well-being. <br /> <br />Specification of Objectives <br /> <br />The first step is to identify or specify the components of the two major <br /> <br />objectives. These components must be of concern to the Nation, they must <br /> <br />be present in or relevant to the resources being studied, they must be <br /> <br />measurable or capable of being qualitatively defined, and they are expected <br /> <br />to be those which can be substantially influenced through the management <br /> <br />and development alternatives available to the planners. <br />
