<br />002815 <br /> <br />Advisory services range from explaining or interpreting landslide reports and <br />maps, through assisting in the design of regulations based upon the <br />information, to giving expert testimony and depositions concerning the <br />information. <br /> <br />Review services include review and comment on policies, procedures, studies, <br />plans, statutes, ordinances, or other regulations, that are based upon, cite, <br />interpret, or apply landslide information. <br /> <br />The educational and advisory services should not supplant existing programs or <br />activities of educational institutions, or replace services of private <br />consulting firms or regional and community organizations, but instead should <br />supplement them. Educational, advisory, and review services would be provided <br />only upon request and only as a service to improve communication and awareness. <br /> <br />Some of these services are being provided already through cooperative <br />agreements, map-sales offices, geologic-inquiries staff, public inquiries <br />offices, and ordinary day-to-day contacts with the public by the producers of <br />landslide-hazard information. In addition, many research workers have <br />provided such services on a limited and informal basis. Federal and state <br />scientists involved in urban area studies are frequently called upon to assist <br />users in interpretation of information. Such services should be formally <br />recognized and included as a work element in any program for collecting and <br />interpreting landslide information designed for nongeologists. Effectively <br />transferring landslide-hazard information to users includes: <br />o Designing the transfer program following an assessment of users' needs in <br />order to improve the likelihood of effective use. <br />o Selecting the most effective transfer techniques. <br />o Tailoring the transfer program so that information can be rapidly and <br />continuously disseminated. <br />o Informing users promptly of new landslide information by using the most <br />effective transfer techniques. <br />o Providing the educational, advisory, and review services appropriate to the <br />users and the project area. <br /> <br />- 29 - <br />
