Page 5 <br />January 8, 1974 <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />ISSUE NO. 10 \ <br /> <br />Would an "Advisory Committee" consisting of local water users with <br />agricultural expertise and familiarity with local condition~ be helpful in <br />advising the State Engineer? <br /> <br />\ <br />\ <br /> <br />YES <br /> <br />1. The Advisory Committee would be of great assistance to <br />the Division and State Engineers in advising them when the irrigation <br />season should start and when it should end on an annual basis. <br /> <br />2. The Advisory Committee could be of assistance in advising <br />the State Engineer and the Division Engineer as to the advisability of <br />winter irrigation of certain crops in certain areas. <br /> <br />3. Such a committee would be kept advised by the State <br />Engineer on the operating criteria, current status of compact deliveries, <br />changes in operation, water legislation under consideration and other <br />items, providing a clearing house for information to water users in <br />the valley. <br /> <br />4. The committee would be a great assIstance to the Colorado <br />Commissioner on the Rio Grande Compact in advising him of local <br />opinions on positions to be taken by the Commissioner at Rio Grande <br />Compact Commission Meetings. <br /> <br />NO <br /> <br />1. There are adequate advisors in existing entities such as <br />conservancy and conservation districts, water users' associations, etc. <br /> <br />2. The Advisory Committee would serve no useful purpose <br />since the ultimate decision on any matter of water administration is <br />the responSibility of the State Engineer. <br /> <br />3. Formation of such a committee would promote controversy <br />and resdt in factional disputes. <br /> <br />STATE ENGINEER'S POSITION <br /> <br />It is the opinion of the State Engineer that an Advisory Committee which <br />would be truly representative of all of the interests of the San Luis Valley would <br />be helpful in negotiating differences between factions in the valley rather than <br />resorting to litigation and haras sment of water administration officials by special <br />interest groups. <br />
