,

.

'"

:0003~8'

Operations Code Overview

loop) so that they cannot interfere with the first pass through the water rights allocation step,
which includes the Uncompahgre Valley Project's agricultural water rights.

Configu rei nstrea mFlowsAsDema nds [DO RI GHTS. M aD]

This procedure configures the Instream Flow constructs in the network so that they are
represented by a link to mass-balance and an intlow from mass-balance which returns the same
quantity of water as was diverted to the mass-balance node by the link. This allows the
instream !low construc:ts to compete with other water rights without produdng any additive
rank problems.

Solve [CRAMHOOK.MODJ

This procedure calls the Out-of-Kilter Algorithm to solve the network as contigured
when the procedure is called. It uses modular global variahles passed into the CRAMHOOK
module to determine which season/year it is working on for the purposes of error reporting.

This procedure calls OOK ISUPERK.MODj which is a CRA:v! Library function which
optimizes networks.

ConvertlnstreamFlowsT 01 nChannel [DORIGHTS. MOD]

After the water rights solution of the network with {nstream Flow constructs contigured
as "DEMAND-INFLOW" pairs, this procedure "saves" the actual tlows in the instream-tlow
reaches (or the decreed IDinimum instream tlow amount, if less) on a channel arc parallel to the
excess tlow arc. This contiguration "protects" the minimum tlow from being reduced in any
subsequent solution step.

SetUpU ncompa h 9 reRig htForFlowRoutingStep [DO RI G HTS. MOD]

Sets up the appropriate contigurations for the six Uncompahgre Valley Project canals
with headgates on the Uncompahgre River. depending upon whether or not the Project's senior
right on the Uncompahgre was calling during the allocation. This step moves the
Uncompahgre Valley Project canals "extension cords" bac:k to their point of diversion from the
river, limits their capacity to the !low achieved in the previous step, and gives them the highest
priority in the network to insure that they don't lose the water they were alloc:ated.

DoPostWaterRightsAccounting IACCOUNTG.MODJ

This procedure performs calculations necessary to keep the accounting networks in sync
with the physical system being simulated. This procedure transfers intormation about Taylor
Park and Ridgway reservoirs' operational releases to the accounting network links. If the
month of the simulation is Taylor Park's administration date it freezes the bookover link in
Taylor Park's accounting network. This procedure also checks to see if there is too much
water stored in the UVWUA accounts between Taylor Park. Blue Mesa, and Ridgway and
calculates the tinal total amount of UVWUA project water left in the reservoirs and availabfe
for release through the Gunnison tunnel.

5
