r

O\l~~~~

Operations Code Overview

FindAn y Pro je ctOe ma nd 5 With Sh 0 rta ges [PROTO CO L. MO OJ

This is the key procedure with respect to the handling of "projects." It is called
following a water rights step and its job is to inspect all demands which are aftiliated with any
reservoir as a source of project water and, in general, to set up both the demand and the
reservoir for the project-deliveries "allocation sub-step," whenever it tinds such a demand with
a shortage. This procedure returns TRUE if it tinds any condition which would require a
project deliveries step, FALSE otherwise.

The inspection conducted by this procedure is divided into three parts. First the UVP
canals are inspected, then the "generic" one-reservoir projects are inspected and tinally any
other special projects (Project 7 and the Cimarron Canal, North Village, etc.) are inspected to
determine if there are any project demands with shortages.

SaveWaterRightsOiversions [PROTOCOL. MO OJ

This procedure is called following a water rights "tlow-routing" solution sub-step, when
it is known that a non-water rights solution step will be necessary. The purpose of this
procedure is to assure that the diversions which were computed on the basis of the relative
priorities of water rights are lli'<~served in any subsequent sulution steps. The categories of
water rights diversions to be saved include direcHlow out-of-channel rights and storage rights,
but do not include minimum-instream-tlow rights, which were effectively saved immediately
following the 'solution by calling ConvertlnstreamFlowsToInChannel.

OoProjectOeliveriesStep [OOPROJCT.MOO]

SetUpUVPForT aylorPa rkAllocation [DO PROJCT. MOD]

This procedure handles opening and closing the appropriate "gate" arcs and connecting
the appropriate "extension corcl" arcs at Blue Mesa, the Gunnison Tunnel, and the
Uncompahgre Valley Project demands. Specitically it freezes the Blue Mesa bypass and
controlled outtlow links and opens the project gate. It opens the Gunnison Tunnel project
release gate and connects it to the UVP Blue Mesa allocation node. It also freezes the tlow
through the South Canal and AB Lateral hydropower links and opens the project gates of UVP
demands which have shortages and of the Fairview Feeder Canal if Project 7 exists and is
shorted.

SetUpUVPforRidgway Allocation [OOPROJCT. MOD]

This procedure handles setup of extension cords and gates when the Uncompahgre
Valley Project canals need a project delivery from Ridgway Reservoir. This procedure is
essentially the same as the SetUpUVPForTaylorParkAllocation except that operates on
Ridgway's outtlow and project gates.

6
