Ground water aquifer properties; transmissivity, depth <br />to water, and boundaries. <br /> <br />C. Developed water operation criteria for the river basin and <br />the timing in which they control operations. The criteria <br />are developed or defined by following laws, court actions, US <br />contracts, and structural limitations. Under laws their are <br />the state of Nebraska, Colorado, and wyoming water right <br />statutes that set forth the rights for water use by persons <br />or parties in the state, and their are federal laws that <br />authorized federal water projects. Under court actions as a <br />example their is the North Platte River supreme Court Decree <br />that specifies water use between the states of Nebraska, <br />Wyoming, and Colorado. The us contracts are mainly centered <br />around delivery and use of reservoir storage water. <br />Structural limitations include operation controls based on <br />reservoir capacities, river outlets, power plants, and <br />spillways. ' <br /> <br />D. Compute or estimate water demands on a monthly bases for the <br />various water uses in the basin. For the irrigated lands <br />compute corp water requirements, farm delivery requirements, <br />diversion requirements, or pumping requirements. For <br />municipal users compute water requirements based on average <br />household use. For industrial use estimate requirement based <br />on type of industry. For the hydro power plants their water <br />requirements are based on the plant capacity and need for <br />power on the power grid. For recreation and fish & wildlife <br />the requirements are based use and physical conditions of the <br />habitat which have a quantity and quality component. <br /> <br />E. Develop present condition water supply. This is done by <br />correcting the historic runoff into the various reaches of <br />the river to reflect present day water uses that effected the <br />runoff during the study period. The technique for making <br />corrections is to develop double mass curves of runoff over <br />time for reach of river, match changes in the curves with the <br />historic development of water use in that river reach, and use <br />regression analyze to determine the adjustments necessary to <br />the correct historic runoff to present condition runoff. <br /> <br />F. Develop, update or modify computer tools to preform operation <br />study for the three river reaches in the Platte River basin. <br />For the Central Platte reach the Modified Central Platte <br />OPSTUDY is the most recent operation study model or tool being <br />used. This current model has a study period of 1941 to 1988 <br />the present condition water supply is only analyzed for ,1977 <br />development level. The data bases used for developing the <br />model are current to 1988 but present condition water supply <br />and water demands need to be updated. For the North Platte <br />reach a modified version of the North Platte River simulation <br />model has been purchased by Reclamation to use as a frame work <br />in developing a new North Platte River model for use in the <br />Evaluation study. The model needs to be modified to operate <br />
