<br />, ~ <br />0020'01 <br /> <br />Notwithstanding the provision of Section <br />9(a) (iii) of the Wild and Scenic Rivers Act, <br />the detailed boundaries of the area to be <br />withdrawn from appropriation under the mining <br />laws and from operation of the mineral leas- <br />ing laws, shall be established as part of the <br />management plan developed pursuant to Section <br />3(b) of the Act. <br /> <br />In addition to the above consensus recommendations, the <br />State (i.e., the Colorado Department of Natural Resources) <br />recommended that the 35-mile West Dolores River be designated as <br />a recreational river under the management of the U.S. Forest <br />Service in cooperation with the State of Colorado. <br /> <br />Map 2 shows the classification recommendations. <br /> <br />Impacts of Designation (from Study Report) <br /> <br />o Designation of 105 miles of the Dolores River and 56,400 <br />acres comprising its immediate environment will ensure <br />maintenance of its "free-flowing" condition and of the <br />existing scenic, recreational, geologic, fish and <br />wildlife, historic, cultural, and other natural values. <br /> <br />o Additional recreation facilities will be provided thereby <br />enhancing camping, picnicking, a~d rafting opportunities. <br /> <br />o Minimum flow volumes of 20 cfs in dry years, 50 cfs in <br />normal years, and 78 cfs in wet years would make it <br />possible to establish a trout fishery below McPhee Dam. <br /> <br />o The annual rate of recreation use in the river area will <br />accelerate. <br /> <br />o Any Federally funded water developments within or <br />upstream from the area to be designated (other than the <br />Dolores' Project) which would diminish existing scenic, <br />recreational, fish and wildlife values would be <br />prohibited. <br /> <br />o Water quality standards would be more strictly enforced. <br /> <br />o Scenic and public use easements would be needed on about <br />5,600 acres of private land at an estimated cost of <br />$220,000. <br /> <br />o Designation of the 33-mile wild river area would result <br />in the withdrawal of the visual corridor from mineral <br />exploration. <br /> <br />o Regulations designed to prevent impairment of natural <br />values along the scenic and recreational segments would <br /> <br />-3- <br />
