Delays in 'such surveys and investigations which have been encoun- <br /> <br />tered in the past must be avoided if, from time to time, Colorado is able to agree <br /> <br />upon the authQrization of ~dditional proposed units (Holdover Storage and participa- <br />ting projects) contemplated by the plan, There is widespread fear in this State <br /> <br />that as soon as initial units are authorized under the plan and the Bureau of Rec- <br /> <br />lamation embarks upon its construction program thereunder, the ,prosecution of the <br /> <br />necessary surveys and investigations, above-mentioned, particularly with respect to <br /> <br /> <br />the smaller units of participating projects, will not receive the necessary atten- <br /> <br />tion. <br /> <br />Attention is' called to Paragraph 46 on Page 22 of ~he report which reads: <br /> <br />"46. Investigations should be accelerated on all potential projects <br />using Colorado River water in the Upper Basin in order that unnecessary <br />delays might be avoided in the comprehensive development program. Only <br />through intensive investigations and adequate study can proper projects be <br />selected for development in time to meet the'needs and demands pf local, <br />regional, and National interests," <br /> <br />Colorado' concurs in this st~tement of the report, but calls attention to <br /> <br />the fact that strict adherence to the objective therein set out is essential and <br /> <br />~uch objective cannot be accomplished without adequate appropriations, year by year, <br /> <br />for such purpose by the Congress. <br /> <br />For these reasons, Colorado requests that the prosecution of the plan set <br /> <br />forth in the report shall not interfere with the completion, o~ with the initiation, <br /> <br /> <br />with all due diligence of surveys and investigations of the water resources and the <br /> <br />p~esent and potential future needs of water in the natural basin of the Colorado <br /> <br />River where such waters arise in Western Colorado, Insofar as P9ssible and prac- <br /> <br />tical, this State requests that such surveys and investigations shall precede the <br /> <br /> <br />construction of initial projects under such plan and shall proceed continuously and <br /> <br />c~incidently with construction of such initial project units until completed, <br /> <br />-8- <br />
