<br />~ <br /> <br />,4., <br /> <br />000313 <br /> <br />Colorado fUrther requests that any Congressional legislation approving the <br />"Colorado River Storage Project and Participating Projects", and authorizing con- <br />struction of initial units thereunder, shall include the authorization for approp- <br />eiation of funds to carryon surveys and investigations required for the completion <br />of a basin-wide, comprehensive plan for the utilization of the waters of the Upper <br />Colorado River Basin. Such authorization for appropriations for these purposes <br />should be for funds in addition to those available to the States of the Upper <br />Basin, from year to year, from the Colorado River Development Fund, created by the <br />Boulder Canyon Adjustment Act, and from general investigational monies appropri- <br />ated each year to the Bureau of Reclamation for use in the seventeen reclamation <br />s';ates. <br /> <br />13. Colorado requests that provision be made to assure adequate electric <br />power for the present and future development in Colorado. <br /> <br />14, There are proposed by the Office of Indian Affairs, for the use and <br /> <br />benefit of Indian wards of the United States, certain consumptive-use projects in <br /> <br />tho Upper Colorado River Basin. Colorado submits that the care of the Indians is <br /> <br />ar obligation of the entire United States. For this reason it is urged that the <br /> <br />economic justification of proposed Indian projects in the Upper Colorado River <br />~~sin be determined upon the same basis and in the same manner as is used in con- <br />nection with projects for other water users. No project for the use of Indians <br />should be permitted, under the Colorado River Storage Project, to participate in <br />any benefits arising from the "Development Account" unless such Indian project, in <br />all respects, qualifies on an equality with projects for other water users. <br />15. It should be understood, in submitting these informal preliminary <br />~0~ents prior to the submission of the Colorado River Storage Project and Partici- <br />pating Projects Report to the Washington office of the Bureau of Reclamation and <br />to the Secretary of the Interior, Colorado has lnade no attempt to make recommenda- <br />tions and criticisms, except as to matters set forth in Paragraph 10 of these com- <br />ments, of various engineering and economic details involved in the proposed plan of <br /> <br />-9- <br />
