It would not appear to be good policy to handi- <br /> <br /> <br />cap unduly the closer of the alternate railheads. <br /> <br /> <br />Colorado's investigations of the matter indicate that a road leaving <br /> <br /> <br />high"ay U. S. 40 in the vicinity of Artesia, Colorado and follovdng a northerly <br /> <br /> <br />course to the dam site best fulfills these requirements. <br /> <br /> <br />It is believed that the construction of this project, and the recognition <br /> <br /> <br />of the recreational values which will be made possible by it, will ultimately in- <br /> <br /> <br />'Jolve roads to serve the National Monument with its scenic and recreational attrac_ <br /> <br /> <br />tions. <br /> <br />Colorado requests Region 4 of the Bureau of Reclamation not only to make <br />the necessary surveys and investigations for access routes to such dam and reservoir <br /> <br /> <br />from the area in Colorado, hereinabove mentioned, but also requests that, in the <br /> <br /> <br />Bureau's consideration of this matter, the State, and interested groups within the <br /> <br /> <br />State, bekapt'informed and advised before a final decision on the matter is made. <br /> <br /> <br />11, Colorado approves the principle that, in the selection of projects to <br /> <br /> <br />participate in the "Development Account", those projects which will serve use of <br /> <br /> <br />water within the natural basin of the Colorado River in Colorado shall be given <br /> <br /> <br />first consideration. <br /> <br /> <br />12. Colorado points out, and wishes to emphasize, that the surveys and <br /> <br /> <br />investigations for project development \vithin the natural basin of the Colorado <br /> <br /> <br />River, in Colorado, are far from complete and in some areas therein have not been <br /> <br /> <br />j~itiated. Extensive surveys and investigations of the potentialities for the use <br /> <br /> <br />of ~ater for all purposes within such natural basin will be required. They are <br /> <br />-7- <br />
