It would not appear to be good policy to handi-

cap unduly the closer of the alternate railheads.

Colorado's investigations of the matter indicate that a road leaving

high"ay U. S. 40 in the vicinity of Artesia, Colorado and follovdng a northerly

course to the dam site best fulfills these requirements.

It is believed that the construction of this project, and the recognition

of the recreational values which will be made possible by it, will ultimately in-

'Jolve roads to serve the National Monument with its scenic and recreational attrac_

tions.

Colorado requests Region 4 of the Bureau of Reclamation not only to make
the necessary surveys and investigations for access routes to such dam and reservoir

from the area in Colorado, hereinabove mentioned, but also requests that, in the

Bureau's consideration of this matter, the State, and interested groups within the

State, bekapt'informed and advised before a final decision on the matter is made.

11, Colorado approves the principle that, in the selection of projects to

participate in the "Development Account", those projects which will serve use of

water within the natural basin of the Colorado River in Colorado shall be given

first consideration.

12. Colorado points out, and wishes to emphasize, that the surveys and

investigations for project development \vithin the natural basin of the Colorado

River, in Colorado, are far from complete and in some areas therein have not been

j~itiated. Extensive surveys and investigations of the potentialities for the use

of ~ater for all purposes within such natural basin will be required. They are

-7-
