The proposed Echo Park Dam and Reservoir and Split Mountain Dam and <br /> <br />Reservoir, included in the list of Holdover Reservoirs on page 12 of the report, are <br /> <br />located within the Dinosaur National Monument which heretofore has been established <br /> <br />by a Presidential proclamation. The construction of these two units of Holdover <br /> <br />(torage is contingent upon the removal of restrictions against utilization of the <br /> <br />,"."3a for storage of water, or the adjustment of boundary lines of such National <br /> <br />!h'llument so as to permit such storage. It:\.s knovm that at the present time the <br /> <br />sc~nic and recreational areas of the Dinosaur National l!onument, which would be <br /> <br />in~Ddated by these reservoirs, are inaccessible to the public. The use of this <br /> <br />area for reservoir storage is essential for. carrying out the plan for Holdover <br /> <br />St~rage in the Upper Colorado River Basin, reconunended by the Bureau of Reclamation <br /> <br />an.i ,lpproved by the States of the Upper Basin, and such storage would enhance and <br /> <br />make accessible the scenic and recreational values in the area, Also it should be <br /> <br />noted that the opportunities for the State of Utah to utilize its full share of <br /> <br />apportioned Colorado River water, under the,Upper Colorado River Basin Compact, are <br /> <br />dependent upon the construction of these Reservoirs. For these reasons, Colorado <br /> <br />joins with the other four States of the Upper Colorado River Basin in urging the <br /> <br />Secretary of the Interior and the National Park Service to approve the adjustments <br /> <br />ne~essary to permit the construction of these two units of Holdover Storage. <br /> <br />10. Colorado requests that further study be given to the problem of access <br /> <br />road routes to the Echo Park Dam and Reservoir before final selection of a route is <br /> <br />~aje. The State submits that such studies should be based upon the following con- <br /> <br />siderations in the national interest. <br /> <br />, <br />(a) Costs should be kept t,o a minimum consistent with the inunediate <br /> <br />and ultimate purpose of the road, <br />(b) Time required for construction of the road must be given proper <br /> <br />consideration. Substantial delays for difficult road construction will <br /> <br />correspondingly delay the commencement and completion of the dam, and the <br />ultimate realization of the benefits therefrom. <br /> <br />-6- <br />
