.

.

;",';i r) '-', "'"'t
v'-'''vUi

2. This approval in principle of the above-described report does not

mean approval at this time of all of the specific units of the Colorado River
Storage Project as d~scribed in the tables on pages 12 and 13 of the report. Fur-
ther explanation of this statement is hereinafter contained.
3. It is understood that an effort will be made to obtain approval-by
~l!e Congress of the Colorado River Storage Project plan for the Upper Colorado
River Basin, contained in the report, and that such action by the Congress will
include authorization for construction of specified initial units of the proposed
Holdover Storage units and of initial Participating Projects.
4, Colorado recommends and requests the inclusion in such initial autho~'

ization of the following units of Holdover Storage:

(a) The Echo Park Unit on the Green Riv~r as described in the

report.

(b) The Gunnison River Development (As a part of the Upper Basin

plan set forth in the report to provide for delivery of water at Lee

Ferry as required by the Colorado River Compact, and for power produc-

tion). It is recognized that further stUdY, investigation and consider-

ation of problems incident to storage on the Gunnison River must be
undertaken. It 'is necessary for Region II of the Bureau of Reclamation,
in collaboration with the state, to work out a final plan for Holdover
Storage on that river. It must'be made clear, however, that Colorado
requests inclusion of a plan for the development of the Gunnison River
in the report as a part of the initial authorization of Holdover Storage
units, Such inclusion is an essential condition to the approval by this,
State of the plan set forth in the report.
5, Colorado takes the position, in the consideration of a plan of Hold-
over Storage in the Upper Colorado River Basin, that such storage should be pro-
'1ided in the maximum degree possible" consistent Vii th l'''ysical and economic
factors, in the upper reaches of the Upper Colorado River Basin and its tributaries.
,he storage also should be limited to that which will be required to enable the
Upper Basin States to comply with their:obligation at Lee Ferry.

-3-
