This approval in principle of the above-described report does not <br /> <br />mean approval at this time of all of the specific units of the Colorado River <br />Storage Project as d~scribed in the tables on pages 12 and 13 of the report. Fur- <br />ther explanation of this statement is hereinafter contained. <br />3. It is understood that an effort will be made to obtain approval-by <br />~l!e Congress of the Colorado River Storage Project plan for the Upper Colorado <br />River Basin, contained in the report, and that such action by the Congress will <br />include authorization for construction of specified initial units of the proposed <br />Holdover Storage units and of initial Participating Projects. <br />4, Colorado recommends and requests the inclusion in such initial autho~' <br /> <br />ization of the following units of Holdover Storage: <br /> <br />(a) The Echo Park Unit on the Green Riv~r as described in the <br /> <br />report. <br /> <br />(b) The Gunnison River Development (As a part of the Upper Basin <br /> <br />plan set forth in the report to provide for delivery of water at Lee <br /> <br />Ferry as required by the Colorado River Compact, and for power produc- <br /> <br />tion). It is recognized that further stUdY, investigation and consider- <br /> <br />ation of problems incident to storage on the Gunnison River must be <br />undertaken. It 'is necessary for Region II of the Bureau of Reclamation, <br />in collaboration with the state, to work out a final plan for Holdover <br />Storage on that river. It must'be made clear, however, that Colorado <br />requests inclusion of a plan for the development of the Gunnison River <br />in the report as a part of the initial authorization of Holdover Storage <br />units, Such inclusion is an essential condition to the approval by this, <br />State of the plan set forth in the report. <br />5, Colorado takes the position, in the consideration of a plan of Hold- <br />over Storage in the Upper Colorado River Basin, that such storage should be pro- <br />'1ided in the maximum degree possible" consistent Vii th l'''ysical and economic <br />factors, in the upper reaches of the Upper Colorado River Basin and its tributaries. <br />,he storage also should be limited to that which will be required to enable the <br />Upper Basin States to comply with their:obligation at Lee Ferry. <br /> <br />-3- <br />
