<br />. ). <br /> <br />000806 <br /> <br /> <br />(a) That, following the consummation of an Upper Colorado River <br /> <br /> <br />Basin Compact among States of the Upper Basin, a comprehensive, basin- <br /> <br /> <br />wide plan of development is essential to provide for integrated utiliza- <br /> <br /> <br />tiuli O.L Lhe water apportioned by that Compact. <br /> <br />(b) That it is also essential in such a plan, in order that the States <br /> <br /> <br />of Colorado, New Mexico, Utah, and Wyo~~ng shall meet the obligations <br /> <br /> <br />imposed by the Colorado River Compact of 1922 for delivery of water at <br /> <br /> <br />Lee Ferry, to make provision for the'construction and operation of Hold- <br /> <br /> <br />over Storage projects, for the joint use of such States, on the main stem <br /> <br /> <br />of the Colorado River above Lee Ferry and on its principal tributaries in <br /> <br /> <br />that area. <br /> <br /> <br />(c) That the construction of such Holdover Storage projects be initi- <br /> <br /> <br />ated at an early date in order to provide for the generation of hydro- <br /> <br /> <br />electric energy to meet present and potential power demands in the area <br /> <br /> <br />and to supply revenues for aid in the construction of projects essential <br /> <br /> <br />to the utilization of the water allocated by the Colorado River Compact <br /> <br /> <br />to the Upper Basin. <br /> <br /> <br />(d) That the proposal in the report for setting up a "Development <br /> <br /> <br />Account" to aid in the construction of feasible participating consumptive- <br /> <br /> <br />use water projects, the cost of which is beyond the ability of the bene- <br /> <br /> <br />ficiaries thereunder to repay, is desirable and necessary in order that <br /> <br /> <br />such projects may be constructed, It is important also that the major <br /> <br /> <br />units of the project be placed in operation while there is still unused <br /> <br /> <br />water in the river which can be utilized to fi1.1 the reservoirs. <br /> <br /> <br />(e) That the States submit an initial list of consumptive-use projects <br /> <br /> <br />for authorization and partioipation in the "Development Account". <br /> <br />-2- <br />
