1048

ongoing basis, advise Boyle on State's preferences for handling special return flows
involving subjective or judgement calls
2. Boyle: For each aggregated structure, select a return flow node based on inspection of the
maps produced in Task 3.02, In most cases, the next downstream node will receive all
return flows; however, there may be cases in which flow enters the stream further
downstream or at more than one site. It is anticipated that these special cases will represent
approximately 10 percent of the new aggregated structures.
3. Boyle: Manually edit the Phase II .rtn file to include special cases of return flow timing and
location.
4. Boyle: Prepare a Task Memorandum summarizing how all special cases for return flow are
represented in the model. The State will provide written comments on the draft of this
memo within 2 weeks. The memo will be approximately 3 pages or less in length,

Deliverables:
1. Selected return flow patterns for aggregated structures.
2, Selected return flow locations for aggregated Structures.
3, Statemod input files to reflect aggregated structure return flows,
4. Task Memorandum 3.06, summarizing the results of this subtask.

Subtask 3.07 Generate Aggregated Parameters

Objective: For each aggregated node, calculate total or representative values for these structure
attributes: administration number, ditch capacity, and irrigated acreage served, Create
Statemod ,ddr and interim .dds files that include the aggregated irrigation structures.

Prerequisite: A Watright enhancement will be available to determine aggregated parameters for the
aggregated structures and rights. These parameters include combined ditch capacity
and flow-weighted administration number. Watright will generate a repon listing the
original structures and water rights by aggregation grouping, and the total ditch
capacity, weighted administration number, and total irrigated acreage for each
grouping. It will also create ,dds and ,ddr files.

Approach:
L Boyle: Execute Watright as described under "Prerequisites",
2, Boyle~ Prepare a brief Task Memorandum consisting primarily of the repon created by
Watright under Task 3,07.1

Deliverables:
L Watright output of flow weighted administration numbers and other parameters for the
aggregated structures"
2. Task Memorandum showing administration number, ditch capacity, and irrigated acreage
served for each aggregated irrigation right to be operated in the modeL

Phase Ill.
