<br />1049 <br /> <br />. absolute water rights tied to a polygon to be included in the aggregation. <br />Create a single plot using a spreadsheet, showing the cumulative decreed amount vs, <br />administration number for these three data sets. <br />2, Boyle: Divide the water right administration number domain into approximately 10 classes, <br />considering the following criteria: <br />· priority of key calling rights <br />· common sources of protection <br />· generally equal distribution of the total decreed amount among classes <br />The Division office and the State team should be solicited for input regarding the first two <br />criteria; the plots developed in Task 3.05.1 will support decisions based on the third <br />criterion. The STATE will advise Boyle of any water rights of special interest to CWCB, <br />which should delineate a water right class <br />3, Boyle: Prepare a Draft Task Memorandum describing the process and results, The memo <br />is expected to be approximately 3 to 5 pages, including the cumulative water right plot. <br />4. Boyle: Make the Draft Task Memorandum available to the Division Engineer for his <br />review, Hold a meeting or teleconference with him to review the administration classes, <br />For budgeting pmposes, assume that review will take place in a meeting in Denver, and will <br />be combined with the Division review meeting of Task 3,03,4; if circumstances require a <br />meeting at the Division Office this activity will be considered out of scope, The State <br />CRDSS management team will also provide written comments on the draft task memo and <br />resolve how to handle Task 3.03 review comments from the Division Engineer which <br />conflict with State CRDSS team's comments. The State will complete their review of the <br />memo within one week of receiving the Division Engineer's comments. Boyle will finalize <br />the subtask memo within a week of receiving the State's comments, <br /> <br />Deliverables: <br />1, A single plot of three data series for cumulative decreed vs, administrative date, <br />2, Ten classes of water rights for use in the Yampa River aggregation. <br />3, Draft memo describing the process and results for this subtask, <br />4. Final subtask memo, <br /> <br />Subtask 3.06 Develop return flow data set for aggregated nodes <br /> <br />Objective: Specify the modeled timing and location of return flows resulting from diversions by <br />the aggregated irrigation structures, and prepare the Statemod .rtn input file. <br /> <br />Assumptions: Return flow timing will be specified as one of three patterns used in the Phase II <br />model. Inclusion of aggregated structure nodes in the model will not impact the return <br />flow location of Phase II diversions. <br /> <br />Approach: <br />I, Boyle: For each aggregated irrigation structure, select one of the three return flow patterns <br />to represent timing ofreturn flow, The selection, which will be subjective, will be based <br />on proximity to a channel that can conduct water back to the river, The STATE will on,an <br /> <br />Phase IlIa Scope of Services <br /> <br />A-31 <br /> <br />June 12, 1996 <br />
