3. RTIWR: Revise the required STATEMOD input files to include the new base flow points.
May require modification to existing Phase II base flow points,
4. RTIWR: Execute the Statemod baseflow generator to create the .rim file, Visually check
for negative base flow values, and correct these at a level of effort not to exceed 8 hours,
If modifications to base flows are required beyond 8 hours, a change order will be
requested,
5. STATE: Document the base flow network, any additional streamflow gages and associated
data filling, and the base flows in a 1-2 page memorandum, RTI will provide written
comments prior to the State's finalization of the memo,

Deliverables:
1. Tributary areas and weighted precipitation information for each new baseflow node,
2. Evaluation of whether new stream gages should be added to model for new baseflow nodes,
Addition of stream gages to model if appropriate,
3. Revised Statemod input files necessary to generate baseflows.
4. Statemod base flow file reflecting new baseflow points.
5. A memorandum documenting the revised base flow network, and an assessment of the
subsequent baseflows generated from the Phase III network.

Subtask 2.14 Calibration

Objective: Demonstrate that the model can reasonably reproduce historical diversions, gages, and
reservoir contents when historical operations are simulated,

Assumption: With the Phase III model, it may be difficult to achieve the level of agreement between
simulated and historical parameter values that was observed with the Phase II modeL
Although calibration may not be improved by enhancing the model, the additional
detail is beneficial for non-calibration reasons.

Calibration effort will focus on two comparisons:
· Phase HI historical demand scenario vs. gaged data
· Phase HI historical dem<!n.d scenario vs. PhaSell historical demand scenario
Adjustments will be made to the model with the objective ofiIDprovirig agreement
between the Phase III historical scenario and gaged data. The comparison between
Phase III historical output and Phase II historical output provides perspective on how
well modeled and observed data can be expected to match: if the Phase III changes do
not significantly alter Phase II calibrated results, the Phase HI model is deemed
acceptable. When the model has been calibrated, the Phase HI calculated demand
scenario will be compared to gaged data and the differences will be documented.

Approach:
1. RTIWR: Run the STATEMOD program to generate runs required to evaluate each of the
three scenarios required for calibration.

Phase IlIa Scope of Services

1059

A-21

June 12, 1996
