8. Statemod input files reflecting aggregated reservoir water rights aggregated into 10 classes,
9, A memorandum documenting the aggregated reservoirs/stock ponds and their associated
characteristics (location, area-capacity, evaPoration, decree weighted administration number,
target, and end-of-month content).

Subtask 2.12 Add Instream Flows

Objective: Add instream flow rights not included in Phase II to the model,

Assumption: Instream flow rights on the mainstem and tributaries explicitly modeled in Phase II
will have already been included in the Phase II model. This task pertains to instream
flow rights on tributaries which have been introduced into the model during Phase III.

Approach:
1. STATE: Identify all new tributaries that have been added to the model under Task 2,04
Review the CWCB instream flow listing to determine whether instream flow rights exist on
these tributaries, It is anticipated that approximately 10 new instream flow water rights
would be added to the model under this task,
2. RTIWR: Modify the Phase III STATEMOD input files to incorporate new instream flow
reaches,
3. STATE: Prepare a brief Task Memorandum describing how the newly added instream flow
water rights are represented in the model. It is expected to be I or 2 pages in length,

Deliverables
1. List of instream information to be added to Phase II model
2. Modified Statemod input files to reflect new instream flows.
3. Task Memorandum,

Subtask 2.13 Base Flow Generation

Objective: For the White River Basin, generate the base flow hydrology after the inclusion of
aggregated irrigation structures, reservoirs/stock ponds, and instream flows, It is
assumed for budgeting purposes that most of the aggregated structures will be imposed
on the existing base flow network but that 10 additional baseftow points may be added,

Approach: ~
1. RTIWR: Determine ctdbutary a~a< estimate average areal precipitation, and the
precipitation weighted area for each new base flow point (not to exceed 10). These areas
will be double planimetered by hand.
2, RTIWR: For each new base flow point being added to the network, check to see if a
significant stream flow gage (5 years within study period) exists within the tributary and add
the gage to the network. This includes filling missing data at the gage location using
common regression techniques, add the gage to the network and the gage data file.

Phase IlIa Scope of Services

1060

A-20

June 12, 1996
