1062

2. STATE: Determine the total M&I water use (depletion) from the Phase II consumptive use
report for the White River Basin on an average annual basis (12 values, one for each month)
for each County HUC.
3. RTIWR: Calculate the difference between the explicitly modeled M&I depletion and the
total basin M&I depletion by County/HUC.
4. STATE: Determine three locations (nodes) within the White River Basin to distribute the
M&I depletion that was not modeled in Phase II. This will be done by visually inspecting
the CROSS municipal GIS coverage and considering the County/HUC distribution from the
consumptive use report, Allocate depletions to the three nodes. It is anticipated that RTI
would assist the state in determining M&I structure locations.
5. STATE: Assign an estimated senior water right (senior relative to the White River Basin)
to each of the three M&I nodes to reflect their priority use status in the Basin.
6. RTIWR: Modify the STATEMOD input files to re resent the three additional M&I nodes,
(because these nodes are modeled as depletive assume an e IClency of 100% and a large
capacity)
7. STATE: Document the location of the three additional aggregated M&I nodes and the
determination of their water use time series in a 2-4 page draft memorandum, RTI will
review the draft and provide written comments before the State finalizes the memo.

Deliverables:
1. Report on M&I consumptive uses modeled in Phase II separated by County/HUe.
2. Report on M&I consumptive uses for White River Basin from consumptive use report as
divided by County/HUe.
3, M&I depletion not modeled in Phase II which should be imposed in Phase II modeling.
4. Location of three nodes to superimpose M&I demands to be modeled in Phase III.
5. Assigned water right for aggregated M&I structures,
6. Updated Statemod input files reflecting the aggregated M&I structures.
7. A memorandum describing the aggregated M&I demands, their associated characteristics
(demand, location, efficiency, return location).

Subtask 2.11

Aggregate Reservoirs and Stock Ponds

r< 7"

2.-V ~
/

Objective:

Aggregate reservoirs and stock ponds not explicitly modeled in Phase II to allow
simulation of effects of minor reservoirs in the basin.

Assumptions: Basis for aggregating reservoirs not modeled in Phase II is the W ATRIGHT utility and
data base and the State's database of non jurisdictional dams,

Approach:

1. RTIWR: Write an SQL script that access the CRDSS data base to provide a list (name,
wdid, net absolute storage decree) of storage structures not modeled in Phase II and a sum
of those rights. Execute that script for the White River basin.
2. STATE: Obtain the cumulative storage capacity of all stock ponds as derived from the
Phase II consumptive use report.
