If a more ef-
ficient system of water Use can be made by modifying the sub-
system, it is cenceivable that such modification gradually
will take place. However, this ch~nge will be entirely at
the velition of the water users.

Will all tho stockholders of each contracting ditch compa-~y
be bound to pay thoir share of the cost of the reservoir?

It is conceivable that the owners of cert~in classes of land,
such as pasture and mendow land, may not want the regulation
or the "new wcter" that will be made available by the reser-
voir. In this case it is believed that such lands may be
excluded from the plan. Under some cnnal systems it may be
desirable to put the subscriptions for water on an individual
bnsis.

Whnt will the rescrvoirs cost the beneficiaries?

,

In the Rio Gra-~de area it is believed that the nver~e amount
of "new water" thnt will be made aVI'.ilable for such a period
as 1928-1938, inclusive, will cost not more than $1.50 per
acre-foot per a~~um.

~

Will the pnrticipating cl'nal companies have hold-over privi-
leges in ,the reservoir company?

Under the propesed plan in the Rio Grande area, each partici-
pating c~al compcny will have hold-ever privileges in the
Iragon Wheel Gap Reservoir in proportion to the anount of "new
water" it needed for the period 1928-1938, inclusive. It is
proposed to assign 300,000 acre-feet of capacity of the res-
ervoir to tho participating cnnal companies for hold. over pur-
poses. In the Conejos crea the reservoirs are not for long-
time hold-over.

.

The plan as devised is tentative only.
