I be- <br />lievo it would be well as a p~rt of this discussion to re- <br />peat some of tho questions, as they pertain principally to <br />the Rio Grnnde area, and to give the answers to them in so <br />far as it is possible to do so at this time. <br /> <br />What kind of an organi2ation ia proposed to be formed to <br />contract with the United States for the construction of this <br />reservoir? <br /> <br />It is believed two conservancy districts, such as the one <br />which was organized in northern Colorado to contract with <br />the United States for the construction a.~d repayment of the <br />Color~no-Big Thompson project, should be organi2ed in the <br />Rio Grande and Conejos areas to contract with tho United <br />Statos to repay the cost of constructing the projects. <br /> <br />Will all of the <br />posed district <br />construotion of <br />water from it? <br /> <br />~~ls diverting from the river in the pro- <br />bo requirod to participc~te in the cost of <br />the reservoir and be required to take <br /> <br />, <br /> <br />" <br /> <br />No. Only the junior ditches which require reservoir watcr <br />will benefit from tho reservoir. It is conceived that only <br />these ditches will take water from the reservoir and make <br />an annual payment for that water. <br /> <br />Can the ditches that participate in the roservoir plan con- <br />tinue to divert under the direct-flow docrees, as they have <br />in the past? <br /> <br />Yes. Under the proposed plan tho cannls c~n divert oxactly <br />as they have in the T""st D-'1d tn.~e sufficient "new w1\ter" <br />from the reservoir to bring their diversions up to a pre- <br />determined and agreed-upon nnnuol delivery. <br /> <br />Can the ditches, if they elect, utilize the reservoir to reg- <br />ulate tho water they h1\ve divertod under the direct-flow de- <br />crees? <br /> <br />Under the proposed plan the ditches can call for the water <br />they are to receive in any way the,y want it. <br /> <br />.. <br /> <br />1761 <br />
