It is believed two conservancy districts, such as the one which was organized in northern Colorado to contract with the United States for the construction a.~d repayment of the Color~no-Big Thompson project, should be organi2ed in the Rio Grande and Conejos areas to contract with tho United Statos to repay the cost of constructing the projects. It is conceived that only these ditches will take water from the reservoir and make an annual payment for that water.
