The rest of the discussion pertains <br />only to the Rio Grande area. <br /> <br />~ <br /> <br />The major and fupdnmental feature of the plan is to operate <br />the Wagon Wheel Gap Reservoir in such a wny as to deliver to <br />each of the participating c~~al.compnnies annually a certain <br />amount of water, previously determined and agreed upon, with <br />the seasonal distribwlion of the deliveries to bc in accord- <br />ance with the desires of the water users of the canal. About <br />49 ditches divert from the river between the gaging station <br />at Del Norto and the gaging stntion at Al"-l1losa. Of .theso,20 <br />ditches are so-c~led sonior ditches, having been the first <br />ones constructed nnd therefore having the most senior water <br />rights. These ditches are small and irriUlte relatively <br />small tracts ef land lying contiguous to the river. The <br />water rights of these ditches in relation to tho stream flow <br />are such that theY have sufficient water in most years to ir- <br />rigate successfully the lands served by them. Therefore, <br />they will not need reservoir wnter nnd are disregarded so <br />far as the operation of the Wagon Wlleel Gnp Reservoir is cen- <br />cerned. The wl'.ter used by those ditches >till continue to be <br />used by them as it has in the past. It >till be allewed to <br />pass through the reservoir nnd be delivered to the ditches <br />in order of priority, on demand ~y them. <br /> <br />N <br /> <br />The attached table, page 19 , gives a list of the 13 prin- <br />ciple canals which it is assumed will participate in the <br />reservoir plan. In the tabla are given: The assumed an- <br />nual >tater requirement of those canals; the mean divorsions <br />for the period 1928-1938; the diversion during the year 1929: <br />and, the mean annual shertage for the period 1928 to 1938, <br />arrived at by'deducting the average diversions frem the as- <br />sumed requirement. The plan assumcs, for exanple, that fer <br />an annual paymcnt ef a certain fixed sun - depending upen <br />the final cest ef the reservoir - the Rio Gr~~de Canal will <br />have the right to withdraw from the reservoir enough water <br />to bring its total diversions, including those which it di- <br />verts under its direct-flow rights, to 250,000 acre-feet per <br />annum. Moreover, the Canal will have the privilege of using <br />the entire 250,000 acre-feet in any way its water users de- <br />sire during the season.
