<br />000542 <br /> <br />February 5, 1971 <br /> <br />Plan formulation will give consideration not only to alternative <br /> <br />means of augmenting of current water supplies but also to oppor- <br /> <br />tunities for improved management and efficiency of use of exiting <br /> <br />supplies including water quality considerations. Nondevelopment <br /> <br />will also be considered in those areas where preservation of <br /> <br />existing conditions is a viable alternative. <br /> <br />Plan formulation will be undertaken by all participants in the <br /> <br />study and will be limited to essentially the following five steps: <br /> <br />1. Compare water resources as developed and managed as of <br /> <br />January 1970 with water requirements derived from not <br /> <br />more. than three projected levels of economic activity. <br /> <br />Projects funded, constructed or under construction as <br /> <br />of January 1970 will be considered as operational. <br /> <br />2. Formulate water resource development and management <br /> <br />alternatives. There is a practical limit to the number of <br /> <br />alternatives that can be presented. There ~election must <br /> <br />be governed by the relevancy of. the multiple planning <br /> <br />objectives to a given planning setting and the number of <br /> <br />purposes served together with consideration as to how <br /> <br />they complement each other. Alternatives will be carefully <br /> <br />selected from the component projects .and programs to portray <br /> <br />different levels of contribution to some or all of the <br /> <br />planning objectives and to various levels of economic activity. <br /> <br />IV-4 <br />
