February 5, 1971

000541

The programs or projects recommended in the plan must recognize

and be based on reasonable assumptions of investment capabilities

of agencies designated to carry out such programs or projects,

whether such agencies be Federal, State or local. Alternative

levels of investment and their impacts will be shown where

formulated plans are beyond apparent financial capability:

the period from 1970 to 2020. Elements identified in the long-

f

!

While focusing primarily on middle term needs, the plan will cover

range (after year 2000) portion of the plan will serve as a guide

for future water resource management and development and will also

give an indication as to the magnitude of the program required to

meet long-range needs.

Plan Formulation

~

The plan will be developed through application of an orderly and

systematic process, giving full consideration to alternative means

of meeting the long-range water requirements of the eleven Western

States. Alternative plans will array the ways in which requirements

. for water-related goods and services can be provided as well as

means for meeting specific water demands.

Recommendation of plan components and the scheduling of the components

for implementation will be based upon an analysis of beneficial and

adverse effects over time. The selected general plan will include

those elements most needed to meet middle-term requirements to the

year 2000.

IV-3
