Alternative <br /> <br />levels of investment and their impacts will be shown where <br /> <br />formulated plans are beyond apparent financial capability: <br /> <br />the period from 1970 to 2020. Elements identified in the long- <br /> <br />f <br /> <br />! <br /> <br />While focusing primarily on middle term needs, the plan will cover <br /> <br />range (after year 2000) portion of the plan will serve as a guide <br /> <br />for future water resource management and development and will also <br /> <br />give an indication as to the magnitude of the program required to <br /> <br />meet long-range needs. <br /> <br />Plan Formulation <br /> <br />~ <br /> <br />The plan will be developed through application of an orderly and <br /> <br />systematic process, giving full consideration to alternative means <br /> <br />of meeting the long-range water requirements of the eleven Western <br /> <br />States. Alternative plans will array the ways in which requirements <br /> <br />. for water-related goods and services can be provided as well as <br /> <br />means for meeting specific water demands. <br /> <br />Recommendation of plan components and the scheduling of the components <br /> <br />for implementation will be based upon an analysis of beneficial and <br /> <br />adverse effects over time. The selected general plan will include <br /> <br />those elements most needed to meet middle-term requirements to the <br /> <br />year 2000. <br /> <br />IV-3 <br />
