<br />February 5, 1971 <br /> <br />000540 <br /> <br />I: <br /> <br />I <br /> <br />Studies undertaken will be conducted to achieve reconnaissance-level <br /> <br />information and detail comparable to that described in the Water <br /> <br />Resources Council's policy statement of July 22, 1970, "Water <br /> <br />and Related Land Resources Planning." <br /> <br />The Westwide Study will develop a reconnaissance-level water and <br /> <br />related land plan. The plan will be prepared to resolve complex <br /> <br />long-range problems identified by framework studies. It will focus <br /> <br />l <br />l <br />t <br />! <br /> <br />on middle term (2000) needs, but will include reconnaissance <br /> <br />projections of needs and resources to the year 2020 and economic <br /> <br />costs and benefits of meeting the needs. The plan will involve <br /> <br />Federal, State and local interests in its development; and will <br /> <br />identify and recommend action plans and programs to be pursued by <br /> <br />individual Federal, State and local entities. <br /> <br />~ <br /> <br />The Westwide Study will undertake to provide national and regional <br /> <br />projections sufficient to estimate water needs; estimate water <br /> <br />needs under each projection; identify alternative methods and <br /> <br />programs to meet those needs; identify alternative projects and <br /> <br />l <br />, <br />i <br />i <br />-! <br /> <br />uses of water and related land resources; include multipurpose <br /> <br />considerations in each project or program; and evaluate the impacts <br /> <br />of proposed programs including environmental and quality of life <br /> <br />aspects as well as developmental factors. Evaluations of beneficial <br /> <br />and adverse effects will be made to the extent necessary to insure <br /> <br />selection of the proper alternatives and provide a comparable basis <br /> <br />for appraisal. Tradeoffs among the plans will be fully displayed to <br /> <br />facilitate independent review of the decisions reached. <br /> <br />IV-2 <br />
