February 5, 1971

000540

I:

I

Studies undertaken will be conducted to achieve reconnaissance-level

information and detail comparable to that described in the Water

Resources Council's policy statement of July 22, 1970, "Water

and Related Land Resources Planning."

The Westwide Study will develop a reconnaissance-level water and

related land plan. The plan will be prepared to resolve complex

long-range problems identified by framework studies. It will focus

l
l
t
!

on middle term (2000) needs, but will include reconnaissance

projections of needs and resources to the year 2020 and economic

costs and benefits of meeting the needs. The plan will involve

Federal, State and local interests in its development; and will

identify and recommend action plans and programs to be pursued by

individual Federal, State and local entities.

~

The Westwide Study will undertake to provide national and regional

projections sufficient to estimate water needs; estimate water

needs under each projection; identify alternative methods and

programs to meet those needs; identify alternative projects and

l
,
i
i
-!

uses of water and related land resources; include multipurpose

considerations in each project or program; and evaluate the impacts

of proposed programs including environmental and quality of life

aspects as well as developmental factors. Evaluations of beneficial

and adverse effects will be made to the extent necessary to insure

selection of the proper alternatives and provide a comparable basis

for appraisal. Tradeoffs among the plans will be fully displayed to

facilitate independent review of the decisions reached.

IV-2
