<br />00053Q <br /> <br />February 5, 1971 <br /> <br />IV. SCOPE <br /> <br />General Statement <br /> <br />In the scope of the Western U. S. Water Plan Study, two major efforts <br /> <br />are recognized. The first is to continue conducting investigations. <br /> <br />and analyses to the extent necessary for development of a Colorado <br /> <br />River Basin water plan to serve as a frameworkll for coordination <br /> <br />and construction of projects in the Colorado River Basin. The <br /> <br />other broadens the scope and embraces the first stated effort. <br /> <br />Its primary purpose is to develop a reconnaissance level general <br /> <br />plan to meet the future water needs of the eleven Western States. <br /> <br />In accomplishing these ends, investigative work will be limited to <br /> <br />that required to identify the water needs for all potential uses <br /> <br />and set forth alternative means of meeting those needs. Alternative <br /> <br />plans for various levels of economic activity will be formulated and <br /> <br />evaluated in terms of the multiple planning objectives. The study <br /> <br />will make maximum use of results of all completed and on-going <br /> <br />water related studies and programs, including the Framework and <br /> <br />River Basin (Type I and Type II) investigations, and will proceed <br /> <br />therefrom into reconnaissance level investigations where needed. <br /> <br />II "Framework" as used in P.L. 90-537, section 102(b), Colorado <br />River Basin Project Act. <br /> <br />IV-l <br />
