<br />formally participate in the contract development and NEP A process as "cooperating <br />agencies" and have been involved at the "cooperating agency" level to this point. <br />Other water users in the basin will participate at the "cooperating agency" level <br />include the CRWCD, UGRWCD and UVWUA. To date the following actions <br />have occurred. <br /> <br />1. Informational meetings held April 28-30, 1992 in the Gunnison Basin. <br /> <br />2. Scoping meetings held May 19-21, 1992 in the Gunnison Basin. <br /> <br />3. Scoping comment period closed on July 15, 1992. <br /> <br />4. Scoping document dated March, 1993 developed by Reclamation and the <br />National Park Service as joint lead agencies in cooperation with Bureau of <br />Land Management, Western Area Power Administration, US Fish and <br />Wildlife Service, State of Colorado, Colorado River Water Conservation <br />District, Upper, Gunnison River Water Conservancy District and <br />Uncompahgre Valley Water Users Association. The State provided formal <br />comments on the draft scoping document. <br /> <br />5. Endangered Species Act Section 7 consultation will be required for any <br />contract. Consultation on this contract is currently being considered as part <br />of the consultation on CRSP and is scheduled to be completed in <br />September, 1997. <br /> <br />6. Task Directives describing how each cooperating agency will participate in <br />the NEP A process are being revised and will be agreed to by all <br />participants prior to proceeding further. <br /> <br />III. Legislation to expand Monument to National Park (HR-1321) <br /> <br />A. HR-1321 was introduced in the 102nd Congress <br /> <br />B. Colorado Water Conservation Board provided testimony. <br />The Board's position on HR-1321 was that no additional reserved water rights be <br />created given the existing reserved water right for the Monument and the TNC <br />donated right which the Board had accepted and is trying to convert to an <br />instream flow. <br /> <br />C. Bill died in committee during the 102nd Congress. <br /> <br />D, Senator Campbell has reintroduced a compromise bill in the 103rd Congress, <br />Board has sent a letter supporting legislation in concept.
