<br />. <br /> <br />Activities in the Gunnison Basin <br />(as of October 1994) <br /> <br />I. Gunnison Basin Models <br /> <br />The US Bureau of Reclamation, Colorado Water Conservation Board (CWCB), Colorado <br />Division of Water Resources (CDWR), Colorado River Water Conservation District <br />(CRWCD), Upper Gunnison River Water Conservancy District (UGRWCD), Tri-County <br />Water Conservancy District, and the Uncompahgre Valley Water Users Association <br />(UVWUA) entered into a Memorandum of Understanding in July, 1991 to develop the <br />following: <br /> <br />A. Accounting Spreadsheet which will accurately reflect the daily <br />administration of major water rights and exchanges in the Gunnison <br />Basin. <br /> <br />B. Planning Model for distribution to the general public to use in analyzing <br />new water developments, alternative hydrology and demands, and modifications <br />of operating procedures in the Gunnison Basin. <br /> <br />The models were originally scheduled for completion in August, 1993. The total cost of <br />both was not to exceed $360,000. Work on the models has been slow for numerous <br />reasons including coming to consensus on licensing issues initially which delayed <br />contracting on the planning model until January, 1992, how strict water right <br />administration should be accomplished in the model and how that was different from <br />historic practice, complexity of the modelling effort, personnel changes, etc. Also, testing <br />of the planning model has taken a lot longer than anticipated because of the model size <br />and complexity and problems getting the model to function on different PC configurations. <br />Currently, the schedule calls for completion of the planning model by the end of <br />December, 1994. Total dollar expenditure for the planning model alone is now $173,000, <br />Work on the accounting model has been delayed until the planning model is completed <br />do to personnel limitations, <br /> <br />11. Federal Reserved Right-Black Canyon of the Gunnison National Monument <br /> <br />A. The Supreme Court in United States v Denver found an un-quantified reserved <br />water right exists for the Monument. <br /> <br />B. U.S. Department of Interior Agencies and the State have been discussing a water' <br />service contract that would quantify the reserved right. The Water Conservation <br />Board has discussed whether or not to be a signatory to the contract but has not <br />decided at this time. The Colorado Department of Natural Resources including <br />CWCB, CDWR, CDOW, and Attorney General have decided that they well <br /> <br />000838 <br />
