For actions involving floodplains <br />or wetlands, a finding of no significant impact will be <br />made available for a 3D-day pUblic review before implemen- <br />tation of the action may take place (FSH 1909.15). <br /> <br />2527.3 - Analysis and Evaluation of Proposed Actions and <br />Practicable Alternatives. If it has been determlned tnat a <br />proposal lnvolves an action in or affecting a floodplain or <br />wetland, and that if the action could result in adverse <br />impacts, analyze and evaluate all practical alternatives. <br />Give special emphasis to exploration of alternatives which <br />would relocate the proposed action outside of the area, as <br />opposed to simply minimizing the adverse impacts of the <br />proposed action. Consider alternatives to non-structural <br />proposals in Dr affecting the area. Follow the procedures <br />for analysis and evaluation specified in FSH 1909.15, NEPA <br />Procedures Handbook. <br /> <br />t <br /> <br />Avoid filling of land within floodplains and wetlands <br />wherever practicable. Use the complete decision analysis <br />process as outlined in FSH 1909.15, NEPA Procedures Hand- <br />book, to document the selection of an alternative which <br />will affect a floodplain or wetland. <br /> <br />e <br /> <br />2527.31 - Evaluation Factors. Evaluate three types of <br />floodplain impacts: (1) positive and negative, (2) concen- <br />trated and dispersed, and (3) short- and long-term. Assess <br />them in terms of the resource values associated with water, <br />living resources, cultural resources, agriculture, aquacul- <br />ture, and forestry. Develop evaluations and decisions in <br />the total land management planning context considering the <br />pUblic interest in: (1) human health, safety, and welfare; <br />(2) preventing loss of property values; (3) maintenance of <br />natural systems; (4) economic efficiency; and (5) resource <br />needs of Regions and localities. Evaluate risk character- <br />istics including depth, velocity, and rate of rise of <br />floodwater; location in a floodway or coastal high hazard <br />area; available warning and evacuation time, and special <br />problems, such as flood related erosion, subsidence, sink- <br />holes, and combination of flood sources. <br /> <br />, <br /> <br />*-FSM 3/86 AMEND 48-* <br />
