Analyze the proposed <br />action's potential to result in longer short-term adverse <br />impacts associated with: <br /> <br />1. The occupancy or modification of floodplains. <br /> <br />2. The direct and indirect support of floodplain <br />development. <br /> <br />3. The destruction, loss, or degradation of wetlands. <br /> <br />4. The direct Dr indirect support of new construction <br />in wetlands. <br /> <br />e <br /> <br />. <br /> <br />2527.06b - Exempted Emergency Actions. Assistance for <br />emergency work performed pursuant to sections 305 and 306 <br />of the Disaster Relief Act of 1974 (88 stat. 148, 42 U.S.C. <br />5145 and 5146) are exempted from requirements of the Execu- <br />tive orders. This exemption applies to unanticipated emer- <br />gency situations that require immediate action to prevent <br />or reduce risk to public health or safety or serious prop- <br />erty or resource losses. <br /> <br />2527.1 - Identification of Floodplains and Wetlands. <br />Identify the general location of floodpla~ns and wetlands <br />on National Forest lands during the land and resource <br />management planning process in the delineation and inven- <br />tory of riparian areas (FSM 2526). Define specific loca- <br />tions during the preliminary phases of project planning for <br />proposed development or new construction within floodplains <br />or wetlands. See FSH 2509.17, chapter 20, for floodplain <br />delineation methods. <br /> <br />e <br /> <br />2527.2 - Public Notice Requirements. Provide opportunity <br />for public review and comment on all proposed actions <br />involving occupancy, modification, or development in or <br />affecting floodplains Dr the destruction, loss, degradation <br />of or new construction in or affecting wetlands at the <br />earliest possible time and throughout the decisionmaking <br />process.
