Identify and evaluate practicable alternatives to <br />locating a proposed action in a floodplain including <br />alternative sites outside the floodplain, alternative <br />actions serving the same purpose as the proposed action, <br />and the "no action" option. <br /> <br />e <br /> <br />4. Identify the full range of potential direct or <br />indirect adverse impacts associated with the occupancy or <br />modification of floodplain and the potential direct and <br />indirect support of floodplain development that could <br />result from the proposed action. <br /> <br />5. Identify and evaluate mitigating measures that will <br />minimize the potential adverse impacts of the action if <br />avoidance cannot be achieved, and measures that will pre- <br />serve and restore Dr enhance the natural and beneficial <br />floodplain values that would be adversely impacted by the <br />action. <br /> <br />e <br /> <br />6. Reevaluate the proposed action to determine first, <br />if it is still practical, even with the application of <br />appropriate mitigating measures, in light of its exposure <br />to flood hazards and its potential to adversely affect the <br />floodplain and, second, if the alternatives identified in <br />step 3 are practicable in light of information gained in <br />steps 4 and 5 above. <br /> <br />e <br /> <br />7. Prepare and provide the pUblic with a finding and <br />public explanation of any final decision that there is no <br />practicable alternative to locating an action in, or <br />adversely affecting, a floodplain. <br /> <br />8. provide ongoing review of implementation and post- <br />implementation phases of the proposed action to ensure that <br />all provisions associated with the action, including appro- <br />priate mitigating measures as identified in the environ- <br />mental assessment, are fully implemented. <br /> <br />The nUmbering of steps 1 through 8 does not firmly r'equire <br />that the steps be followed sequentially.
