<br />001815 <br /> <br />2527.06--1 <br /> <br />. <br /> <br />TITLE 2500 - WATERSHED MANAGEMENT <br /> <br />e <br /> <br />. <br /> <br />b. Lake Shore Floodplain. A flood-prone area adjacent <br />to lakes. Floodlng ln these areas is due primarily to <br />inflow of water exceeding that of outflow. It may also be <br />due to landward flows of water caused by strong winds, <br />unusually high tide, or a combination of these causes. <br /> <br />7. Floodway. That portion of the floodplain which is <br />effective in carrying flow, within which this carrying <br />capacity must be preserved and where the flood hazard is <br />generally highest, that is, where flood depths and veloci- <br />ties are the greatest. <br /> <br />8. Wetlands. Those areas that are inundated by <br />surface or ground water with a frequency sufficient to <br />support, and under normal circumstances do or would sup- <br />port, a prevalence of vegetation or aquatic life that <br />requires saturated or seasonally saturated soil conditions <br />for growth and reproduction. Wetlands generally include <br />swamps, marshes, bogs, and similar areas such as sloughs, <br />potholes, wet meadows, river overflows, mud flats, and <br />natural ponds. <br /> <br />2527.06 - Applicability and Exemptions From Executive Order <br />Requirements. Apply the Water Resources Council prescrlbed <br />elght step decisionmaking process in applying the flood- <br />plain management Executive order. The eight steps shall be <br />included in any environmental assessment prepared under the <br />National Environmental policy Act (NEPA). The eight steps <br />are as follows: <br /> <br />e <br /> <br />e <br /> <br />1. Determine whether the proposed action is located <br />in the base floodplain (500-year floodplain for critical <br />actions); or whether it has the potential to affect a <br />floodplain or indirectly support floodplain development. <br />If not, or if an action is of an emergency nature <br />(FSM 2527.06b), requirements of the Executive order will <br />have been satisfied. Methods for delineation of flood- <br />plains are described in chapter 20, FSH 2509.17, Water <br />Information Management System Handbook. <br /> <br />2. Notify the public at the earliest possible time of <br />any plan or proposal to undertake, support, or allow an <br />action which would result in the occupancy, modification, <br />or development in a floodplain, and involve the affected <br />and interested pUblic in the decisionmaking process. <br /> <br />e <br /> <br />. <br /> <br />*-FSM 3/86 AMEND 48-* <br /> <br />e <br />
