<br />0018J2 <br /> <br />2523.21a <br /> <br />. <br /> <br />TITLE 2500 - WATERSHED MANAGEMENT <br /> <br />2523.1 - Suppression-Damaged Areas. Treat all unacceptable <br />suppression damages or potential damages to soil and water <br />resources on all wildfires. Install erosion-control mea- <br />sures as soon as practicable following control of the fire, <br />or portions of the fire, using Fighting Forest Fires <br />(FFF 102) funds charged to the fire (FSM 5192.22). <br /> <br />e <br /> <br />2523.2 - Wildfire-Damaged Areas. In addition to repairing <br />damage done by fire-suppression activities, evaluate the <br />need for emergency action to compensate for loss of vege- <br />tative cover and litter burned by the fire and to accom- <br />modate increased peak runoff in stream channels and road <br />drainage facilities. <br /> <br />e <br /> <br />2523.21 - Financing. The following guidelines help deter- <br />mine the most appropriate emergency rehabilitation funding <br />based on ownership of the damaged lands. <br /> <br />2523.21a - National Forest S~stem Lands. See FSH 6509.l1K, <br />chapter 10, functions 102 an 092 for a description of the <br />work included within the Fighting Forest Fires (FFF) <br />appropriation. See FSM 6513.23c for purpose of the FFF <br />appropriation. <br /> <br />Specific rules for use of FFF for burned-area emergency <br />rehabilitation are: <br /> <br />e <br /> <br />e <br /> <br />1. Chief's approval is required for all FFF-092 expen- <br />ditures which exceed Regional Forester's annual funding <br />approval authority. <br /> <br />2. Fires smaller than class E (300 Acres), usually are <br />not of catastrophic nature, and rehabilitation costs are <br />nominal. FFF funds will not normally be authorized for <br />them or for any projects with estimated costs less than <br />$2,000 (FSH 1909.13, sec. 39). Reprogram cost of rehabili- <br />tation from regular funds. <br /> <br />3. Salaries and expenses of people assigned to inter- <br />disciplinary burned-area survey teams should be financed <br />initially from regular funds available to the unit rather <br /> <br />e <br /> <br />*-FSM 3/86 AMEND 48-* <br /> <br />
