Extraordinary burned-area survey costs may be
included in burned-area reports for the Chief's considera-
tion for FFF financing. If approved forFFF financing,
such costs shall be charged to FFF by accounting adjust-
ment. An example of extraordinary costs are those that
may occur from surveying large project fires with teams
detailed from other units.

4. Once an emergency rehabilitation project is
approved and financed, all direct product salaries and
travel expenses are appropriate charges.

e

5. Normal, expected maintenance, which may be neces-
sary for several years, shall be performed by budgeting or
reprogramming available funds other than FFF.

6. If unusually severe climatic events cause a project
to fail within a year following installation, submit an
interim report and request for FFF funds needed to meet
prescribed objectives.

.

7. Finance restoration of resource productivity and
improvements fOllowing wildfire from benefiting program
funds, not FFF.

e

2523.21b - Other Lands Intermingled With. National Forest
System Lands. Include intermingled, burned-over forest and
rangeland in other ownerships in burned-area surveys and
reports along with National Forest System lands.

If the burned area meets the qualifications and criteria
for the emergency watershed protection program (FSM 3540),
these funds may be used to finance approved treatment work
on State and private lands. Do not use emergency flood
prevention program funds for burned area emergency rehabil-
itation on National Forest System lands. FFF-092 authority
is available for this purpose. The FFF-092 authorization
can be used for emergency rehabilitation on other owner-
ships in which the Forest Service has an interest, if the
work is essential to protect Forest Service roads or
improvements.

e

.

*-FSM 3/86 AMEND 48-*

e
