Restore hydrologic balance of degraded watershed <br />areas by stabilizing soil, controlling surface runoff and <br />erosion, reducing flood potential, and improving long-term <br />soil productivity. <br /> <br />e <br /> <br />2. Improve soil and water quality. <br /> <br />2522.03 - Policy <br /> <br />1. Implement watershed improvement projects when <br />economically, socially, and environmentally feasible. <br /> <br />2. Perform project effectiveness analyses on all <br />proposed watershed improvement projects (FSH 2509.15). <br />Include both onsite and off-site benefits and values in the <br />analyses. Always include the alternative for improving <br />watershed condition through management when performing <br />watershed analyses. <br /> <br />e <br /> <br />3. Implement watershed improvement projects on a <br />watershed or drainage basis, and design to achieve a <br />specified improvement in watershed condition. <br /> <br />4. Assign priorities for improving watersheds in order <br />of decreasing importance as follows: <br /> <br />a. Those that pose menaces to life Dr property because <br />of flood threats or possible mud or debris flows. <br /> <br />b. Those where watershed condition is below potential <br />but can be improved by applied management or improvement <br />measures (sec. 2521.1). <br /> <br />. <br /> <br />e <br /> <br />c. Those where watershed condition is below tolerance, <br />but hydrologic function can be improved by applied improve- <br />ment measures. See section 2521.05 for definitions. <br /> <br />5.
