<br />Our estimates indicate that 46 percent of the total cost of $279,000
<br />or $128,300 should be attributed to replacement and thus be included
<br />with joint costs, and that 54 percent or $150,700 should be attrib-
<br />uted to enhancement. Of this $150,700, 55 percent or $82,100 should
<br />be nonreimbursable (producing waterfowl-use benefits of national
<br />significance in the amount of $7,900 annually), and 45 percent or
<br />$68,600 should be cost-shared (producing fishing benefits of $1,500,
<br />'upland-game hunting benefits of $900, waterfowl hunting benefits
<br />of $2,250, and wildlife-oriented recreation benefits of $2,000). In
<br />accordance with the provisions of the Federal Water Project Recre-
<br />ation Act (79 Stat. 213), the Colorado Division of Game, Fish and
<br />Parks would cost share $68,600 of the total cost for the management
<br />area. Value of the lands could be credited to the Division's por-
<br />tion of cost sharing,
<br />
<br />The annual operation, maintenance, and replacement costs of $4,000
<br />should be divided into $1,800 of joint costs, serving replacement,
<br />and the balance of $2,200 relating to benefits from fishing and hunt-
<br />ing to be borne by the Colorado Division of Game, Fish and Parks.
<br />
<br />In view of the foregoing, it is recomnended that:
<br />
<br />l. Conservation, improvement and development of fish
<br />and wildlife resources be included as a purpose
<br />for which the project is authorized.
<br />
<br />2, To replace loss of fish, upland-game, and waterfowl
<br />habitat, project funds in the amount of $169,000 be
<br />provided for development of approximately 2,200 acres
<br />of land, as shown on Plate II, together with any asso-
<br />ated water rights, and that the lands be made availa-
<br />ble to the Colorado Division of Game, Fish and Parks
<br />for administration.

<br />CONCLUSIONS
<br />
<br />Adoption of Recommendation No.2 would replace losses of 1,000 man-
<br />days of stream fishing,.400 man~days of upland-game hunting, 500
<br />man-days of waterfowl hunting, and production of 2,.800 ducks annually.
<br />There also would be an additional 1,000 man-days of fishing, 400
<br />man-days of upland-game hunting, 500 man-days of waterfowl hunting,
<br />production of 3,200 ducks and geese, and 4,000 man-days of wi ldli fe-
<br />oriented recreation with annual benefits of $1,500, $900, $2,250,
<br />$7,900, and $2,000, respectively.
