FEB-07-1997 11:07

DEPT OF NATURAL RESOURCES

1 303 866 4058 P.03/14

802170

~IEr_z: As the river continues to drop, STEP I ~ill no longer
provide suffie, lent water to meet the delUand. At I:hal Li..e wc
will notify the Water Commissioners in all Districts to begin
curtailing decreed diversions junior to 10/15/1977
(ADMfN NO 46674.00000) unless those diversions are augmenled u.
replaced. Decrees junior to 10/15/1977 do nat qualify for
replacement releas~s from the 66,000 AF Green Mounlain pool hul
may be replaced by the 34,000 AF pool through special conLruet
with the Bureau of Reclamation.

Since the call wi) 1 go across District: boundaries, we wi 1,1 bav"
to calculate the shortage at the Grand Valley Canal in lhe
office Bnd determine where the call will need to he made lo
satisfy the demand. We will then contact each Commissioner and
supply you with an Administrative Number (ADMIN NO) to work
with. All decrees junior to that number will need to be shut
off unless they are being augmented Or replaced. Reservoirs
junior to ADMIN NO 46674.00000 will also need to be shut off
and will need to begin replacing their evaporation losses if
those losses ar,e causing out-of-'priority river depletions. The
office will be responsible lor contacting the owners of large
reservoirs who export water to the East Slope.

As the HiveI' continues to drop, we will reach the point where
all decrees junior to 10/15/1977 (not eligible for replacemenl
water from the 66,000 AF pool) are shut off or are replacing
their diversions from another source. If the 119.47 decree is
still short, we will advance to STEP 3.

11~l_~: Further water shortages at the 119.47 cfs decree will
be met by a combination of reservoir releases from Green
Mountain Reservoir and by curtailing out-or-priority diversions
that do not qualify for releases from Green Mountain.
Irrigation and domestic decrees perfected on Or prior to
10/15/1977 and junior to the Grand Yalley call qualify to have
their consumptive use replaced by the Green Mountain 66,000 AF
pool described previously. Even though the release is made lo
satisfy the 119.47 decree, we are actually replacing the
consumptive use of the irrigation and domestic decrees that
would have been called out by the 119.47 decree if Green
Mountain water was not available fOr replacement.

Decrees for purposes other than domestic or irrigation and
junior to the 119.47 cIs decree, including transmountain
decrees, may not be replaced by the 66,000 AF pool. The office
staff will make the determination whether water must he
released from Green Mountain or by curtailing non-qualifying

.. 2 -
