The operating policy allocates 52,000 AF/yr or <br />the total 152,000 AF storage for the purposes of replacing CRT <br />(Colorado-Big Thompson) diversions which would otherwise he <br />curtailed by a call on the River. When the administration of water <br />under the priority system would result in curtailment of a wat.er <br />right for irrigation or domestic uses which was perfected on or <br />before 10/15/1977 and the need Is nol mel by the foregoing <br />52,000 AF, water may be released from the Green Mountain Neser~uir <br />100,000 AF pool to the e~tent necessary to permit diversions in the <br />full amount of the decrees, provided that releases do not exceed <br />66,000 AF/yr. The remaining 34.000 AF in Green Mountain muy he <br />contracted out by the Bureau of Reclamation to satisfy other than <br />domestic and irrigation waLer users or users whose rights were <br />perfected after 10/15/1977. The operating policy does nol allow for <br />the use of GreeD Mountain for replacement of out-of-priority <br />transmountaiD diversions. It also may not be used to replace <br />diversions on tributaries to t.he Colorudo River which have been <br />called out by a decree on that tributary. <br /> <br />Listed below are the steps we will toke when the Grand Valley Canal <br />places a call on the River with its junior 119.47 cfi decree. <br /> <br />~!~f_!: The Water Commissioners will shut off all undecreed <br />water rights above the call unless those rights are being <br />augmented or replaced. This will Include undecl'eed reservoirs. <br />As SOOD as a reservoir is out of priority or has filled, its <br />evaporation losses are treated as undecreed diversions ~hen <br />those losses are causing out-of-priority river depletions. <br />Under STEP I we will require the reservoir owner to release an <br />amount of water equal to his evaporation losses to prevent <br />those out-of-priority depletions. Tbe office staff will <br />contact owners of the large reServoirs who export water to lhe <br />East Slope snd tbe Water Commissioners will contact the <br />remaining owners. <br /> <br />- 1 - <br /> <br />
