To assure adequate financing for construction and operation <br />'Of features of the California Water Plan as they are needed <br />throu~out the state, there ,hall be established In the State <br />Treasury a revolving fund; such fund to utilize revenues from <br />exploitation of oil resource" revenues from the sale of proJ- <br />ect water and power, together with any other monies made avail- <br />"-able by the legislature and 25 per cent of this fund shall be <br />utilized for 5mall projects of primarily local iled benefit. <br /> <br />8. That wherever substantial power revenues are prod~ced by <br />a major export project, revenue derived from that feature <br />of the project shall revert to the revolving fund and shall <br />be available to assist projects upstream to the same degree as <br />major export trBnsmlsslon facilities. <br /> <br />9. W'hm a major export project is to be constructed wi thin <br />a watershed, state water development funds must be made <br />available for concurrent construction of upstream projects <br />d~termlned by the Director of Water Resources to be needed <br />and feasible and priority for use of state funds shall be <br />given to such projects within those watersheds of origin <br />at whIch any export project has been buIlt or authorized <br />by any federal, State, local, or other agencles 85 such <br />local projects are determlnpd by the Dlrector of Water Re- <br />sources to be needed and feasible. <br /> <br />, <br />{..,- <br /> <br />. <br /> <br />..... <br />
