As the member counties of this association represent <br />a very large percentage of the total water supply of the atate <br />.. counties of origin, It 1. Imperative they contribute to the <br />solution at the ,o-called ~water rights problemft by .xpr.s.l~g <br />theIr Ideas on the subject. <br /> <br />On February 10, 1956~ the Supervisor. Association <br />Initiated proceedings which admlnated UaTch 15, 1956, in the <br />format.ion of the Northern Cal itorn ie County Water Resources <br />AssociatIon. The Water Association, consl.ting of representative. <br />trOll each ot the Water Re.ources Boards of the nine counties, was <br />organized to actively participate in an advisory capaci ty with the <br />Supervisors A~soclatlon to help promote a .ound water policy. <br />Thh brought together the collective thinking of all our people <br />Interested In the orderly dev~lopment of our water resource,. <br /> <br />- <br /> <br />After long deliberation and sincere effort on the <br />part of members of both the water committee of the Supervisors <br />Assoc h tion and the Water Resourcel Associa tlon, a serlel of ~ <br />water pollctes were developed over the palt two years. This <br />summary of those policle. I' the culmination ot that effort I <br />and is intended to be a guide In the preparation ot any changes <br />in the exilting state water law which will aid In the development <br />of the California Water Plan. <br /> <br />The following 15 points outline the water poliey <br />by the Northern California County SuperVisors Assocla- <br />. <br /> <br />adopted <br />tlon: <br /> <br />. <br /> <br />1. That the Legislature accept In principle the California <br />Water Plan as a guide to all agencies and indiViduals par- <br />ticipating in water resources development to the end that <br />ultimate development of the state's water resources will be <br />in the interest of all areas of the state. <br /> <br />. <br /> <br />2. That for ade~ate protection of the interests ot the <br />"areas of origin, as well as those of the "areas of defic- <br />Iency", the policies herein outlined be embodJed in consti- <br />tutional amendments v.tl.lch lNOuld retain the general prInci- <br />ples of the existing so-called "counties or watersheds of <br />origin- la.1 protecting the areas ot origin and at the same <br />time extending ass'urances to areas of deficiencies their <br />needs will be met trom surplus. <br /> <br />v"t <br /> <br />~ <br /> <br />. <br /> <br />I <br /> <br />. . <br />
